The bug also affects me, and I'm using fglrx. I can reproduce it easily, if not
always.
I recall changing to the radeon driver, but the problem remained.

I can reproduce it too. It happens with both my PCs. A desktop with a
HD4850 radeon, and a laptop with a HD3200 radeon. It only happens with
the fglrx driver. I have never seen this bug before Unity.

Ok, given comment #3, sounds like diagnosis should focus on unity first.
If it does come to light that something in fglrx is identified as the
source of the performance problem feel free to reopen this task and
explain in more detail.

The issue only affects the Unity's left panel (launcher). The closest I
can get with Gnome is making a window semi-transparent via Compiz
Transparency plugin, but the content under it scrolls perfectly.

The issue you're describing doesn't sound related to Unity. Could you
log into a Gnome 2 session (with compiz) and see if this issue persists?
