The lock file is permanent, but it's presence doesn't seem to be the
cause, because I can't reproduce the error today. Perhaps another
process was holding it, and my timing was unlucky.

It's not unusual for another process to be using apt, maybe kpackagekit
or apt's daily update. Did you look for processes that were using apt?
Is the lock permanantly there or has it gone away now?
