Thanks for following up. The configuration file is shipped with the
package apcupsd. It also seems that this package is unmaintained and
doesn't exists in debian anymore.

On Ubuntu 8.10, the same problem still occurs. Same stacktrace and all.
Unfortunately the abovementioned "apcupsd.conf" doesn't exist, not in the
mentioned directory, nor anywhere else.
Can someone tell me where this STATTIME setting now can be found?

I'm confirming this issue because regarding the changelog the package
has not been updated since Sat, 5 Jul 2005. Hence it's still an issue.
