Nevermind, comment #1 is not a bug in unity at all, but in using gconf
instead of gsettings. For anyone that found this bug that wants to fix
the problem, the magic cmd line string is:
gsettings set org.gnome.desktop.interface gtk-key-theme "Emacs"
