Here are some additional observations about the problem:
The screen capture in the Network Settings, Help, Getting Started screen
also does not have "activate" and "deactivate" buttons shown.
Apparently this must be an intentional change from 6.06 Dapper Drake...
BUT, the screen capture is still d
admin should ask for password for network changes Missed that point.
But the switching on and off of the network works fine.

It does not matter whether the tick box is checked or
unchecked.
I have used 6.06 LTS extensively, and I know how
networking is supposed to work. I am not an Ubuntu
newbie.

There is a tick box to the left of the device this activates/deactivates
the device hope that helps.
