I tested latest upstream kernel (from http://kernel.ubuntu.com/~kernel-
ppa/mainline/daily/current/). All is also bad: There are artefacts
during the boot and unable switch by Alt+Ctrl+F[n] when one monitor
connected to DVI. When second monitor connected to VGA - all works.

I plugged the second monitor to VGA output (first was plugged to DVI), and
artefacts disappeared from both screens (during the boot and after
Alt+Ctrl+F[n]). Then I disconnected first monitor (from DVI) and after reboot
all was also OK.
I think this can help to correct the bug.

Sounds like a failure in vt console handling in the kernel, esp. since
it occurs on two different X drivers. (Pretty much X doesn't handle vt
stuff anymore).
