Strange... Inkscape 0.48.0 actually no longer uses the ttf-bitstream- vera font as its default. Instead, it uses the generic "Sans" font, so we have dropped the ttf-bitstream-vera dependency from the Ubuntu package. Did you install inkscape from the Ubuntu repository, or did you download it from
