I had to maximize the "Accounts" window fullscreen so as to be able to
access the menu option (and maybe also press F10, i'm not sure if that
was usefull).

I was having the same problem. I think there is a serious usability problem
here.
Just to make it clear, you have to open the Accounts window. There is no button
to add an account there, you have to find it in the (hidden) menu of that
window.

I can confirm the issue in 12.04 LTS. All buttons in the accounts dialog
are disabled. There's no way in fact to add SIP account what makes ekiga
completely useless. Please see attached screenshot.
