I can't reproduce this with Natty Alpha 2 and the current Shotwell
trunk. I built Shotwell in Natty Alpha 2 and the crop tool seems to
work normally.

I can't reproduce this on Maverick, so I'm assuming this is a problem
with compiz on Natty. I've ticketed it upstream here:

the issue does not happen with metacity so the issue is indeed in
compiz, and the workaround is to hold alt key and move the shotwell
window just a little then the crop bar will appear

I can't reproduce this in the trunk build of Shotwell on Natty. I'm not
running Unity, however. Are you running Shotwell in Unity?
