The issue is in gtk+ there is a workaround on the upstream bug report.
the workaround is to add it to the following to .gtkrc
style "notebook-borderless" = "default"
{
xthickness = 0
ythickness = 0
}
widget "TerminalWindow.*.GtkNotebook" style "notebook-borderless"
