So, since sbuild lacks a controlling terminal, SIGTSTOP has no effect.
The upstart build should check for controlling terminal before doing
this test.

Looks like this has been isolated to sbuild itself. natty's sbuild
causes raise(SIGTSTP) to got actually stop the process, even with
maverick's kernel.
