I also find similiar case in recent Natty build with Emacs
23.2+1-7ubuntu2. Additionally the menu for Latex (and Math mode) is not
even displayed. Loading auctex.el and preview-latex.el gives no result.
However menus for Python and C++ are shown without any problem.

I observe a similar problem: Emacs menus are dysfunctional (e.g., buffer
menu entries switch to the wrong buffer); certain buffers have main menu
bar entries, but contents of these menus does not show (e.g., LaTeX,
ESS). Under Unity, the menu is very incomplete (not, showing, for
example, main menu
I updated today emacs23 with the update provided by ubuntu, and the
problem persists.

I also have that problem.
It seems that most (or all) menu updates are broken. For example, the
command M-x blink-cursor-mode does not toggle the entry Options >
Blinking Cursor
Even more annoying for me is that the list of entries in the 'Buffer'
menu are never updated. Only the files loaded at
apport information
