This should be nautilus afaik. I can confirm that it reports the bitrate
of the first frame or something only and not the average bitrate of the
complete file instead.

madplay reports that the file is encoded with VBR...
i got the bitrate from the nautilus property audio tab, gxine, amarok,
and vlc.
after the test with mad play i tried also:
Rhytmbox - reports the bitrate as 'Unknown'
xmms - reports the correct bitrate
so i it seems not to be
How do you get the bitrate of the resulting file? I can't reproduce your
problem here :/
Please install madplay and run "madplay -o null:/dev/null -vvv test.mp3"
on the file and paste the output here.
Also I recommend you to use "lame preset=standard" (or preset=medium or
preset=extreme, dependin
