Following the bug link above, I contacted the maintainer of emacs-snapshot, who
had this to say:

It's related only insofar as both bugs mention the menu bar...
FWIW, in emacs-snapshot the Verilog menu is present so I don't know
what's going wrong in your setup. I don't maintain emacs23
