On vt8 you get the console output of daemons etc that are started on
boot, so that's why there is this "gap". You can change the first VT for
example from gdm configuration.

the problem is still there in feisty. It can be reproduced.
Before (I think in Edgy) I could switch sessions with and
now is not longer associated with a X-Session the second session
starting with . Starting with this "Function-Key-Gap" the problem
occurred the first time.

Can you please report if this still occurs with Feisty or newer Ubuntu? Also,
please attach your /etc/X11/xorg.conf and /var/log/Xorg.0.log files, and the
output from lspci -vv.
