I'm running edgy, updated with latest fixes (read console-setup
(1.7ubuntu19)), and sometimes I do not have keyboard at login prompt:
usually a restart fixes the problem.

console-setup (1.7ubuntu19) also solves #63615, which I think is the
same bug.

I am seeing this keyboard problem on the Edgy RC1 Live CD on AMD64.
I found that removing 'quiet' and 'splash' from the boot options fixes
it. Could it be related to #56587...
Don't see any problem on i386.

I've thought about this and I'm now convinced that it's a console-setup
problem and not an X bug at all.

Running setupcon while X is running confuses X into doing this. (It's an
X bug, but might be workaroundable by running setupcon at different
