Do you mean ~/.kde/share/config/kdeglobals instead? I have not the file
you have.
Additional, it would be useful to have a diff of the old and new one.
Have you installed Kubuntu anew or upgraded from Dapper?

I replace ~/.kde/config/kdeglobalsrc with a new one and now it works as
aspected.

O.K., but what can I do?
I tried it normally from knewsticker.
The configuration file ~/.kde/share/config/konquerorrc shows:
...
KonquerorTabforExternalURL=true
MMBOpensTab=true
NewTabsInFront=false
OpenAfterCurrentPage=true
PermanentCloseButton=true
PopupsWithinTabs=true
...
but it doesn't work.
Oh.. I've not seen the "Open as tab in existing Konqueror when URL is
called externally". I have not checked this here.
Now that I've checked/enabled it here, it works for links from Akregator
for example. The link gets opened in the (probably oldest) Konqueror
instance I've open.

The option "Open links in new tab instead of in new window" refers to
links inside Konqueror only.
So you did not "configure Konqueror to open links ___from other
applications___ in the same opened window in a new tab."
I cannot confirm that this has been the case with Dapper either.
