Yes, still it is. However, it seems to be only a visual bug in Natty.
The progress bar behaves much the same, but the actual brightness now
follows commands.

Using Fn+F6/Fn+F7 to set brightness has a bug. From 0% to 100% (or vice
versa) there are 3,5 steps. The last half step is problematic. You have to use
Fn+F7+F7+F7+F6+F7 to get to 100% or Fn+F6+F6+F6+F7+F6 to get to 0%
