It looks like this has been fixed in Quantal. It now uses
libclassad.so.3.

So, to summarize, the required steps that helped me:
sudo apt-get install libclassad0
cd /usr/lib
sudo ln -s libclassad_ns.so.1.0.0 libclassad_ns.so.0
sudo ln -s libclassad.so.1.0.0 libclassad.so.0
sudo apt-get install condor

to solve the problem, add the following link to /usr/lib:
sudo ln -s libclassad.so.1.0.0 libclassad.so.0
