I use two layouts: Russian and English (USA).
The constant switching is exactly the same, as described.
It can be temporarily solved by removing and adding the layout again, but

keyboard layout between English and Persian. when choosing either US or Iranian
layouts the characters are alternately English and Persian! I mean one letter
is typed in English and another in Persia
