Sorry for the late response, I finally had some time to look at this
again. What currently fails here isn't apport but Launchpad.login_with()
from python-launchpadlib which is handles the credentials and can't seem
to handle being run with sudo.

the .cache/apport deletion seems to have been the trick.
sudo apport-collect 654898 produced the attached dialogue, so yes it is
repeatable.

H how about the apport config file in you home dir? Delete it and
try running the command again.
sudo rm -r /home/your-user-name/.cache/apport
If that still doesn't clear the validation try removing/purging the
whole program and reinstalling it.
sudo apt-get autoremove --purge apport
then
I just logged out & ran sudo apport-collect 654898 and did not get asked
to validate. No page was opened on firefox, so the situation did not
arise.
