There is no package sip-qt3 in ubuntu. Package python-sip-qt3 installs
correctly.

The problem was that it depended on the python2.3, which doesn't exist
anymore in ubuntu. It's equivalent is python2.4 or python.
This is my first bug fix so sorry if there are any mistakes I haven't
noticed. This is what I have done:
