I'm experiencing this bug on Arch Linux. Russian Arch users report that
downgrading pixman from 0.20.0 to 0.18.4 solves the problem:

This looks like three cairo-drawing calls are just not executed... for
whatever reason. Since people reported this on intel and nvidia (using
the proprietary driver) I'm expecting some Xlib-issue with pattern-
padding to be the culprit.
As notify-osd's rendering code has not changed at all this cy
thats why I opened the upstream task ;)
