I can confirm that adding a 2nd account fixed this issue for me. The signature
selector returns when composing a new email.
I had a single account set up and was experiencing the same problem after
updgrading to 10.10.

I too upgraded from 10.04 to 10.10 and the signature button has
disappeared. I created a fresh evolution mailbox account for another
user on my pc and the same problem occurs.

I've found a workaround.
If you add a second email account, you will have the From line and
signature combo will appear. But, of course, a second email account is
needed.
