The Configuration Editor can also be accessed by enabling it in Applications -

I can confirm this problem. After two minutes it figures out what is
going on and functions as normal. Maybe people have been having more
critical experiences. I'm here to mention another bug that may be
related. I will file a separate bug as well. Everyone with an msi wind
try this to see if
I can also say that under 9.10 and 9.04 these 2 wind did not have this
bug.
