I have the same issue by using Inkscape 0.92.2 from command line.
Segmentation fault message appears just after typing command line.
It concerns Windows deliveries: 32 & 64 bits (0.92.2 build 5c3e80d -
2017-08-06)
However Inkscape is starting correctly by using GUI interface.

I have a similar problem - on 64-bit Ubuntu Inkscape 0.48.0 r9654 - when
I start Inkscape, it starts, but then whenever I select Document
Properties - it crashes immediately.
Since the first thing I always do is set up the page size and
orientation, this means I can do very little with it.
