The key seem to be /desktop/gnome/shell/windows/button_layout. Editing
it and restarting the shell worked fine.

Window controls in gnome-shell are not set in /apps/metacity. That one is for
gnome-panel window controls.
Instead, use /apps/gnome-shell settings.
They work flawlessly in gnome-shell_2.31.5-2ubuntu1 in maverick.
