Sorry for not maining this bug. It turned out after writing with some
guys at bugszilla.kernel.org that the problem is not in the kernel, but
modemmanager. The real bug is here

In the ttyUSB0-case I can make the open-call not block I can either
open it non-blocking - or open the port non-blocking in another
application (fx. cutecom) - leaving it open - while execution "cat
/dev/ttyUSB0"
