This is a bug because the only cause was upgrading to Maverick. My taskbars and Alt-F2 disappeared after the system removed Ubuntu Software Center and other important packages. Running sudo aptitude upgrade and sudo aptitude safe-update seems to have restored my gnome-panel, which was the main pro
