Hello, I apologize if this is the wrong place to comment, but just
wanted to add I am seeing the same problem, except with an ATI driver,
not intel. If it helps:
KDE 4.5.1 (latest as of writing)
With desktop effects OFF:
glxgears: 25,000 frames in 5 seconds
fgl_glxgears: 4500 frames in 5 sec

Same here, with atom D510 - GMA 3150 integrated video. maverick beta
i386, kde 4.5
With default settings kde desktop effects are totally unusable. really slow
(around 1 fps).
Disabling blur changes it totally. Desktop effects are pretty and functional.

Same thing to me, i have 2 machines, one of them the desktop effects are
working just too slow after the upgrade to kde 4.5, the another one it's
working very good, it's a very rare thing, if the kde 4.4 it was working
greate, why the new kde it's than slow...

Disabling blur helps. glxgears is again around 3000fps.
My graphics card: Intel GMA 4500MHD (GM45).
Some effects still seem to be rough: E.g. Minimize has now the right speed, but
its not fluent (as it is under gome).
