I can't figure out a good argument to keep this bug around. Rather I'm
not convinced why we would have telnet installed by default.

I am not convince by this. I never use tftp client outside an
installation process (or from a network equipment). I am not sure wee
need this tool as a -standard one.
The only candidate is tftp-hpa (others are in universe).
