I don't know who "Mutter" is, but yes, that sounds right.
It's normally quite handy to redefine the "Windows-X" keys, because normally
Linux distros have no use for them. I normally set one up for opening a
terminal, one for vim, one for settings, etc, etc, etc...
BUT, on latest Ubuntu netbook ed
Just to be sure, this bug is about mutter preventing shortcuts defined
in gnome-keybinding-properties (Keyboard Shortcuts) that use
from working, right?

and I have updated it. Perhaps it is a regression, I have not tested it
