Lucid Lynx upstart 0.6.5-6 not
Please close this bug report. My issue was resolved. I reverted back to
Karmic and re-upgraded Lucid. This time everything worked perfectly. I
think what happened the first time is that the person who upgraded chose
to keep old configuration files during the upgrade without checking them

However, if initctl returns nothing, then I agree that is "strange".
