Yes, guidance-power-manager was not started in background and it blocked
starting of other applets by ksmserver and also logout dialog of
ksmserver.
This fix was released.

When this applet exits, we can also remark that the Bluetooth daemon
starts (a notification appears on screen just after exiting Power
Manager)
It could be this applet which prevent other KDE daemons to start
