I can confirm that it's possible to reset/crash etc during a breezy to
dapper upgrade and still have the system think that it's been upgraded.
Only afterwards is it evident that some steps were not completed.

I do not have a file called "preferences" in /etc/apt. So, I guess the
answer is, "no!"

And your upgrade looks good, the steps that where completed are the most
important ones. the missing bit was the cleanup step, but that can be
done via synaptic as well.
