Nautilus was added by InsClusoe as affected package. I don't know what
part of the system is responsible for the icon chooser, but the bug
itself hasn't changed at all. The original report still applies 100%.

about gnome-panel and not nautilus apparently, are you sure you really
have the issue using nautilus?

This is not just counterintuitive. It is inconsistent with the way the
same Gnome file dialogue works when called from other applications. For
instance when I choose File-->Open in Abiword I will see a list of the
files (or a subset thereof) in each folder I look at.
