Could you install GNOME (install the package ubuntu-desktop) and try to
reproduce the bug there? That will tell us if this is a bug in GIMP, or
a bug in a KDE package.

Also occurs on Kubuntu 10.04, I haven't had the phantom toolbox bar
appear after GIMP has been closed though.
