This is not a bug, this is a feature. If you have native IPv6
connectivity, preferring ipv6 makes sense. If you only have Teredo or
6to4 connectivity, preferring ipv6 makes no sense at all.

As I established, it is not a bug in Firefox (Chromium is also
affected).
In the Teredo case IPv4 addresses come sorted before the IPv6 ones by
libc.
