My suspicions were confirmed, there is no default user control of the
system fans. However, there are third party programs that allow users to
control the fan speed.

Is it verified that the specific model you have is properly equipped to control
the fan?
I know for a fact that not all fans (primarily prevalent in laptops, but some
desktops too) are not designed to have user controlled settings.
