lxpanel is just blank white

I stopped using LXDE on Ubuntu almost 6 years ago because this bug was
never addressed. The bug was confirmed almost a year later. I have
since moved on to Arch Linux.

Lubuntu 10.04 is no longer supported and is eol is this reproduceable in
a supported version of 14.04 LTS or 15.10 or the current development
version of lubuntu. Also does lxpanelctl when running using startx allow
you to configure the panel?
