The package that's been broken (libvte) has came from a 3rd party
repository (one of the compiz ones), not from Ubuntu, so no it's not a
ubuntu bug.
libvte is the embedded terminal used in synaptic/gnome-terminal and
others.

I'm not sure where you have libvte4 0.13.5-0ubuntu2 from. I'm pretty
sure that package has never been published for Dapper. Do you have any
third party repositories enabled?
