This cause a lot of e-mail noise. Launchpad sends one e-mail per
attachment, it is not uncommon for me to get over 20 mails from a bug
where apport-collect has attached files.

Additionally, as a feature request, having apport-collect prompt for
some 'cover' text from the user to explain the context or reasons that
the files are being attached, which could be added to the comment with
the files attached. This would help bug reports to remain shorter and
more easily readab
