Thanks for the explanation. That sounds reasonable. By the way, my
volume icon don't become more transparent when the volume is zero, i.e.
it shows the same opacity all the time. I attach an screenshot to
illustrate it. I wonder if it's a bug in the volume icon.

This is not a bug. This is a purposeful design decision. The icon is at
40% opacity of normal to make it clear that you do not currently have
any new messages. This is consistent with the volume icon becoming more
transparent when the volume is zero, each bar of the wifi icon becoming
more transpar
