We support "user CSS", so one idea is to just include that in
/etc/chromium or whatever. I'm not exactly sure of the file paths
though.

those extensions are known to create troubles (crashes, snaps, css corruptions)
and are not recommended at this point.
Not to mention that chromium doesn't support system-wide extension locations
yet.
So it's not possible right now.
