This bug still happens in ubuntu feisty.
I tested it with a flash key which makes udev creates the /dev/sda device node.
I used the user interface not the command line in order to reproduce the bug.

The command you run was "sudo mount -t vfat /dev/sda /mnt" ... without
the 1, therefore it's normal than it doesn't mount the device
properly...
Can you retry with the 1 --> /dev/sda1 ...

I tried a third usb mass storage device, but ext3 formatted this time
and without partition(/dev/sda)... no issue to mount it after ejecting
without unpluggin it.

lsusb output from the mounted VERBATIM usb mass storage device. There is
no difference with the ejected but still plugged lsusb output.

I cleaned the /var/log/messages and I reproduce the bug:
1 - I plug the USB2 mass storage device.
2 - I wait till it's mounted and till nautilus automatically shows me its
content.
3 - I eject the USB2 mass storage device. But I do not uplug it.
4 - I try to mount it again --> error no device foun
First computer: PowerMac Ubuntu Dapper.
Second computer: PC Ubuntu Dapper.
I have the same issue on both computers using two different USB2 mass storage
devices: vfat formatted, without partition (/dev/sda directly).
