I don't think this is necessary a duplicate of bug #459647 since, at
least in my case, it had not happened on karmic at all. There must be
something wrong with the Lucid upgrade or packages specifically.

I have a similar problem. Under my customized theme, my selected mouse
pointer does not appear EXCEPT when I perform a mouseover, then I see
the pointer I have selected, otherwise it is the default pointer.
