I can recreate this with any theme, even clearlooks which tells me it is
a bug in how Google Docs parses the gtkrc info. It happens for me in
Chromium as well as firefox.

I've successfully recreated this but only in Firefox. All other
applications seem fine. It also occurs when using other themes.
Clickable area in a Google doc just doesn't seem to match up with all of
the groove that the scrollbar sits in.
