So let me try to summarise what has happened here: The fix was to remove
the "Smart Mode" altogether, because it was broken? This is a little
underwhelming, you know :-)
Is there any specific problem with the config tool cofiguring an
instance of syndaemon that gets started at KDE session start?

A short bug confirmed. The Smart Mode section is disabled for me as
well.
FWIW:
The “Informations” (ouch) section calls the device: SynPS/2 Synaptics

Turning on SHMConfig is a securty vulnerability. Though I don't know how
serious the vulnerability is, it is wise to only turn it on temporarily.
Besides AFAIK the .fdi files in /etc/hal/fdi/policy/, due to the removal
of hal I presume, no longer have any effect in lucid (in
