The situations that give rise to the crash will still make kcm-touchpad
not work (interface will be disabled), but it shouldn't crash System
Settings anymore.

I can confirm this bug too.
In my case, it only crash when I open it in an unprivilegied user account
(different than the admin user who installed the system).
In the account of the admin user who installed the system, it does not crash.
