When I try to install libgl1-mesa-dev (which Qt4 needs), it wants to
remove libgl1-mesa-glx and install libgl1-mesa. I think this is the root
of the problem, not Qt4.

No, there is a package called libgl1-mesa-dev, which is shared by all
incarnations of mesa (-glx, -dri and -swx11).

In that case, shouldn't there be a libgl1-mesa-glx-dev package? I think
that's what Qt4's problem is.
